Midnight Squad Story Arcs (for Level 20-25 Heroes, Level 30-35 Villains)
  • The Midnight Squad has need of its members in recovering some stolen artifacts. Heroes and Villains should speak to Mercedes Sheldon who can be found inside the Midnighter Club in the side wing that leads to the Hero Zone Steel Canyon.
Cimerora Story Arcs (for Level 40-50 Heroes and Level 35-50 Villains)
  • Players can journey through time back to the ancient land of the Roman Cimeroran peninsula where they can talk to Daedalus (for Heroes) or Sister Airlia (for Villains) to encounter new challenges.
The Merit Rewards System
  • A new game system that allows players to earn tokens by completing Trials, Task Forces, Strike Forces, Story Arcs, defeating Giant Monsters, and more. The most challenging and time consuming tasks grant the most reward tokens, which can be redeemed throughout Hero and Villain zones for recipes, enhancements, salvage, inspirations and other game items. Merit Representatives will show up on your minimap in all undisputed city zones.

Day Jobs
  • Day Jobs takes the concept of offline character progression to a new level, incorporating a variety of potential rewards and allowing players to add further depth to their character's identity and back-story. Is your Hero a Banker when not out stopping crime, or maybe a simple Shop Keeper? Is your Villain an avid Clubber, or perhaps a Smuggler? Whatever you choose, Badges and Accolades await in addition to other bonuses!

New Powersets
Shields
  • Heft a Shield for Heroic or Villainous Ends! This new powerset brings a classic power to City of Heroes: Shields! Now, you can arm Tankers, Scrappers and Brutes with a powerful shield to protect themselves and their allies.
  • Pain Domination
  • Villains can now bend the power of pain to serve their own ends! Those playing a Corruptor or Mastermind have access to this new powerset. The antithesis of the Hero healing powerset "Empathy," Pain Domination brings parity between Heroes and Villains with a distinctively evil flair.
Leveling Pact
  • A new innovation to MMOs, this system allows you and a friend to create new characters and have your XP be permanently in sync, whether both characters are online or not. You will always be the same level, even if your friend plays ten times more often than you do!
    • A pact can only be created between characters who are Level 5 and under.
    • To begin a pact, right-click on your friend's character and choose "Invite to Leveling Pact".
    • XP and Influence are split between both players.
Multiple Builds
  • Characters can create a second build with different power selections and enhancement slotting, and switch between builds by talking to any Trainer for Heroes or any Arbiter for Villains. Now you can have separate builds for soloing and grouping, or for PvP.
    • The second build works like a respec, so you can change anything except your Primary and Secondary powersets.
    • Enhancements are not shared between builds. The second build is slotted with enhancements separately from your first build.
    • You can swap builds once every 15 minutes.
    • All powers fully recharge when switching builds.
    • Switching between builds has no influence or infamy costs.
Villain Patron Powers Unlocked
  • Now any Villain that has unlocked any Patron Power Pool can freely select another when respeccing or making Multiple Builds, offering the same flexibility that heroes are afforded with Ancillary Powers.
PVP Revamp
  • PvP combat has been completely revamped in this issue, in an attempt to make it more fun for all ATs and builds. Please note that these changes only take effect in PvP situations; these changes have no effect on PvE. Here are a summary of the major changes:
    • The damage of all attacks has been refigured. Basically, the longer the activation/animation time of an attack power, the more damage the power is going to do. There are adjustments for recharge time and Endurance cost, but the actual time the power takes up in an attack chain is the primary consideration.
    • In general, the base damage of all Archetypes has been increased in PvP zones and Arenas. The Containment bonus for Controllers in PvP has been reduced because of their higher base damage.
    • Being hit by an attack triggers movement suppression, just as making an attack does. Suppression for being hit by an attack is always the same duration. Any power with a negative impact on the target (including all debuff powers) is considered an attack.
    • Note that Teleport powers are completely disabled when suppressed.
    • Healing powers also trigger suppression.
    • The greater the base range of an attack, the longer the suppression for the attacker.
    • Teleport Foe and related powers in Gravity Control and Warshade powersets now grant 3/4 of a second "untouchable" flag on the target.
    • Resistance and defense powers have greater diminishing returns when stacked than in PvE, and lower caps.
    • Healing powers suffer from diminishing returns when several are used in a short period of time.
    • All Archetypes (except Tankers and Masterminds) have some default resistances to all attacks in PVP.
    • Unlike in PvE, defensive toggles do not suppress when you are held/stunned. This means that not only do the toggles not drop, they continue to grant defenses while the player is held/stunned.
    • Melee classes gain extra resistances to all debuffs and to movement slows. These bonuses are linked to the power in each set that gives status protection (Unyielding Stance, Wet Ice, Plasma Shield, etc.).
    • "Buffing" Archetypes (Defenders, Controllers, Corruptors, Dominators and Masterminds) have less ability to benefit from all buffing powers than other ATs (the powers have less effect on them, and their caps are lower).
    • Melee ATs gain more benefit from buffing powers than other Archetypes (the powers have greater effect on them, and their caps are higher).
    • Defeating enemies in PvP can award Influence/Infamy, Inspirations, and rarely Salvage, but no XP.
    • In general, there is no such thing as Status Protection in PvP, only Resistance. The exception is Knockback protection, since Knockback is a binary effect. The base durations of status effects are greatly reduced in PvP (generally 4 seconds for Controllers and Dominators, 2 seconds for all other Archetypes).
COMBINED NOTES
Powers
Toggle Power Change
  • All Player defensive Toggle Powers should now "suppress" when you are Held, Stunned or Slept instead of shutting off. The toggles have limited or no functionality when in this state. If you are held while flying, for instance, if the power which held you does not also have a -Fly function, you will remain in the air. Status protection powers still provide Hold, Sleep and Stun protection, even while other defenses are suppressed.
  • Offensive Toggles (those that damage or debuff, like Radiation Infection or Icicles or Rise to the Challenge) will still detoggle as before.
Ancillary/Patron Pools Expanded
  • Many of these high level power pools have had a new power added at level 44, for a total of 5 powers in the pool. This power unlocks in the same way as the other level 44 power, and also count towards unlocking the level 47 power.
General
  • Max status resistance cap for all Archetypes increased. This includes Holds, Stuns, Immobilizes, Sleeps, Terrorize, Fear, Confuse, Intangible and Untouchable.
  • The most any powers range can be debuffed has been altered. Minimum Range is now 25% of normal range of the power. In other words, if the power has an 80' range base, it cannot be debuffed lower than 20'.
  • Removed duplicate visual FX from Holiday Rocket Pack Temporary Power.
  • The sound effect for Energy Manipulation - Power Thrust was inadvertently changed and has been reverted to its original sound
  • The Warburg Nuke Chemical Burn power now correctly states that it reduces the target's defense and not accuracy in its long help.
  • The "No Phase" state (the period of time after leaving a 'phased' state of invulnerability before you can enter it again) has been changed to allow you to phase/hibernate for 30 seconds, then disallow such powers for 90 seconds.
  • Invulnerability/Unyielding: This power's activation text should no longer state it reduces the user's defense.
  • Powers granted by the 54 month veteran badge no longer gain a bonus to damage dependent upon the character's origin.
  • The Goldbricker Rocket Pack will no longer function in areas or missions where temporary powers are disabled.
  • Web Grenade: All versions of this power now accept slow enhancements and IO sets.
  • The Run Speed increase from the Empowerment Station Buff will now correctly buff the player's run speed directly instead of buffing movement buffs on the player.
  • Trick Arrow/Ice Arrow: This power should now properly use the correct FX on a PvP target.
  • Electric Blast/Short Circuit: Corrected help menu that stated that it drained endurance and gives it to the user. [This power does not grant endurance to the user.]
  • Invulnerability set changes:
    • Unyielding - Removed Defense Debuff
    • Invincibility - Reduce per target Defense Buff to offset the change from Unyielding, no net gain
    • Resist Physical Damage - Add 25% Defense Debuff Resistance
    • Tough Hide - Add 25% Defense Debuff Resistance
    • Resist Energies - Add 25% Endurance Debuff Resistance.
    • Resist Elements - Add 20% Movement Slow Resistance
  • Fiery Aura/Temperature Protection - Add 20% Slow Resistance
  • War Mace set Changes:
    • Clobber
    • Reduce Recharge Time to 16 seconds
    • Alter damage scale and endurance cost to match recharge time using the standard formula.
    • Reduce Stun Duration from scale 10 to scale 5.
    • Shatter - Reduce Max Targets from 10 to 5
    • Crowd Control - Increase Max Targets from 5 to 10
Tailor
  • New Day Job themed costume items added, including Police Officer and a variety of civilian suits.
  • Added the ability to save and load player-designed costume configurations to a file saved on the player's computer.
  • The Cyborg Pack Combat Auras will now be available at all levels for all players that purchased them.
  • Many costume auras have been optimized for performance. There are also a lot of new combinations for auras that didn't previously exist.
  • Major changes to the supergroup costume color system. Most notably, each costume now has its own set of supergroup colors. We can bid a fond farewell to the days when changing your costume required entry to the supergroup color picker to repair the damage. Additionally, the supergroup color picker has been merged with the tailor screen, solving the problems associated with applying supergroup colors to wings.
  • In the Tailor shop, you can check out how your costume looks when in Supergroup mode. Please note, you cannot load or save a costume when the tailor screen is in SG color picker mode.
  • Fixed a cosmetic issue with the Cyborg ACCAHUD aura
  • Custom Shields
    • The Talsorian Shield is unlocked by redeeming 100 Vanguard Merits at a Vanguard Merit station.
    • Roman Shields should be unlockable by earning the Centurion badge.
    • The Romulus shield is unlocked by defeating Romulus Nictus once.
    • The Romulus Nictus shield is unlocked by defeating Romulus Nictus 5 times.
    • The Rularuu Shield is unlocked by earning the Visionary badge or earning souvenirs from shadow shard task forces and story arcs.
NPC Critter Changes
  • Freedom Corps Sonic Grenades are no longer irresistible.
  • Circle of Thorns Cold Thorn Mage Reflections should now use their offensive powers once again.
  • Banished Pantheon Masks now range in level from 20-30.
  • Infected level range now extends to level 10.
  • Tasks
  • The Lost and Found story arc will now correctly award salvage for players that are significantly higher levels than the mission levels
  • Players can no longer drop Mayhem and Safeguard missions
Bases
  • All Supergroup Base room prices and Prestige costs have been rebalanced.
    • Rent has been substantially changed. Rent is no longer charged on a per-plot basis and is instead charged on a per-item basis for certain specific items.
    • Rent Items include all Storage, Empowerment stations, Medical auxes and 2nd or 3rd tier Worktables. It does not include basic Worktables, basic Medical, Control, Energy or Transport items.
    • Refunds for Base Plots, Base Rooms, and Base items will be issued if the price has changed.
    • Players must enter the base before a refund is generated.
  • All base crafted items now use invention salvage. Base Salvage should only be needed in recipes that convert base salvage to invention salvage.
    • Base Salvage no longer drops.
  • Base raiding is currently being redesigned, and will be in that state for some time. For the duration, all base raiding, including instant raids, will be disabled.
  • Removed all raiding related restrictions on placing items in a base. Specifically, items may now intersect and or completely block door to door paths or door to item paths. This change will allow much greater freedom in placing objects in your base.
    • When raids are enabled again, players will be able to choose whether their base will abide by the new raiding-related restrictions.
  • Added Teleporter Beacon for Pocket D.
  • Added SG badge to access Pocket D beacon.
  • Robo-Surgery can be attached to the Basic Reclaimator
  • Spirit Signal can be attached to Resurrection Rings
  • Base Salvage racks can now hold a limited amount of invention salvage.
  • Any crafted items stored on a character in personal inventory will charge the new prices.
User Interface
  • Character Selection Screen: Fixed the problem where re-ordering characters on one server would cause the character order data for other servers to be corrupted.
  • Badge tracking User Interface window updated to allow sorting by category
  • Contacts that are unlocked (through getting a badge or reaching a certain level, e.g.) automatically give you a pop-up box letting you know they've been unlocked and are added to your active contact list.
  • Changed loading screen message to remove references to Base Salvage.
  • Text is now selectable. There are new keyboard shortcuts related to text selection: Ctrl+X will cut the selected text and place it in the clipboard, Ctrl+C will copy the selected text to the clipboard, Ctrl+A will select all of the text where the cursor is, and Escape will clear a text selection. (These keyboard shortcuts cannot be customized by the user.)
  • Text in the chat window is now reverse indented to prevent players from spoofing the chat of other players.
  • In Options, a player may now choose to have their character earn No Experience.
Badges
  • Corrected the badge descriptions of Task Force/ Strike Force challenge badges that referred to stature level 1 as being 1-15 to be 1-14.
  • All badges, other than Invention badges, have had their hint text filled in with a greater amount of detail. All badges will explain how many foes need to be defeated and Accolades will explain which badges are needed to obtain them. Meters have been added to all badges where appropriate and badges that track more than 1 kill, event, etc. should now have help text.
  • Reduced the amount of healing required to obtain the Empath badge from 1,000,000,000 to 100,000,000
  • The Artisan, Master Artisan, Craftsman, Master Craftsman and Fabricator badges should now correctly have their status meter update when the character crafts enhancements.
  • Defeating Contaminated will now fill your progress bar for the Isolator badge, which appears after the 15th Contaminated defeated.
  • Fixed a bug where Banisher and Outlaw badges were not correctly granting.
Invention
  • ToHit Buffs/DeBuff Common IOs should not state they buff or debuff Accuracy any longer.
  • Force Feedback: Chance for +Recharge was not marked as irresistible, which meant your slow resistance powers decreased its benefit. This has been corrected and is now marked properly.
  • Set bonuses that state they increase "Movement Speed" will now boost the base movement of the character instead of enhancing movement speed boosting powers.
  • Knockback Sets now improve Knockdown and Knock Up powers, instead of only Knockdown.
  • Universal Travel Power enhancement sets can no longer be slotted into Sprint powers.
  • Invention Origin enhancement sets that decrease the recharge time on a power should now correctly state +rech instead of -rech

  • Chat: Ctrl-C now copies whatever text is selected.
NPCs and City Zones
  • There is a Reconnaissance Officer at the entrance to or just inside most hazard zones: Firebase Zulu; just inside the Hollows; at the Steel Canyon gate in Perez Park; in the Hive; Boomtown; in the Sewers; the RWZ base by the portal to the zone. The Recon Officers give you a rundown of the zone including history, known hostiles, and amenities (hospital, trainers, etc...)
  • There's now a jetpack temp power vendor in all the Shadow Shard zones and in Grandville.
  • RWZ now has Invention crafting tables off to the side of Lady Grey (for villains and heroes).
  • A base portal has been added to Pocket D.
  • Trina the Seamstress (a tailor) is now in Pocket D's VIP Lounge. Note: The VIP Lounge is only accessible for those that purchased the Good versus Evil Edition of the game or the Good versus Evil In-Game Item Pack.
CITY of HEROES

Powers

Blasters
  • Cold Mastery - Added Hoarfrost as a level 44 power.
  • Electrical Mastery - Added Power Surge as a level 44 power. New power similar to Force of Nature
  • Mental Manipulation/Mind Probe: This power will no longer accept range enhancements. [Due to being a melee power]
  • Munitions Mastery - Added Surveillance as a level 44 power.
  • Psychic Blast/Psionic Dart: Changed short and long help description of this power from minor damage to moderate damage.
  • Psychic Blast/Mental Blast Changed short and long help descriptions of this power from moderate to high damage.
  • Normalized Projectile Speeds for Psionic/Psychic blast powers (generally faster).
Controllers
  • Ice Mastery - Added Frost Breath as a level 44 power.
  • Primal Forces Mastery - Added Energy Torrent as a level 44 power, knockdown version
  • Stone Mastery - Added Seismic Smash as a level 44 power. Reduced damage.
  • Plant Control/Fly Trap: Plant Control - Fly Trap - Fly Trap had its resistances set too low Resistances increased to intended levels
Defenders

Peacebringers
  • Peacebringers can now Activate Dwarf Form shape shifting while Held, Stunned, Slept or Terrorized.
  • Peacebringers damage adjusted
    • Increased Melee Damage to 0.85 from 0.75
    • Increased Range Damage to 0.8 from 0.625
    • Increased Melee Dwarf Form Melee Damage to 1.0 from 0.85
  • Luminous Blast/Radiant Strike: This power's long help stated it dealt high damage; this was corrected to state that it deals Superior damage.
  • White Dwarf form Taunt powers now have a 75% Range Debuff component. This will have the effect of forcing ranged attackers to move closer to the Taunter.
  • Cosmic Balance now grants 10% Recharge Slow Resistance per Peacebringer, Warshade, Arachnos Widow or Arachnos Soldier on their team.
  • Cosmic Balance bonus now applies in shapeshifted forms.
Scrappers
  • Body Mastery - Focused Accuracy - Decreased to-hit buff, added accuracy buff. Provides a similar bonus in most circumstances in PVE.
  • Claws - Corrected the Damage and Endurance cost on Shockwave (damage went up from 1.04 to 1.05 scale, while endurance cost is fixed at 11.56.
  • Claws -Reduced Animation time of Slash from 1.5 to 1.33 resulting in a damage scale reduction from 1.4 to 1.32
  • Dark Melee - Siphon Life recharge time reduced and damage increased
  • Dark Melee - Midnight Grasp - initial damage increased and DoT duration shortened.
  • Dark Melee - Soul Drain - Increased buff from first target. Minor decrease in buff from additional targets.
  • Martial Arts/Dragon's Tail: Corrected the critical hit portion of this power so that it is equal to the power's normal damage.
  • Weapon Mastery - Added Targeting Drone (Modified to work like Focus Accuracy) as a level 44 power.
  • Weapon Mastery/Web Grenade: This power now correctly grants 10.00 fly protection on target, bringing it on par with other Web Grenade powers.
  • Taunt powers in all Primary Scrapper Power sets now have a 75% Range Debuff component. This will have the effect of forcing ranged attackers to move closer to the Taunter.
Tankers
  • Arctic Mastery - Added Shiver as a level 44 power.
  • Dark Melee - Siphon Life recharge time reduced and damage increased
  • Dark Melee - Midnight Grasp - initial damage increased and DoT duration shortened.
  • Dark Melee - Soul Drain - Increased buff from first target. Minor decrease in buff from additional targets.
  • Earth Mastery - Added Quicksand as a level 44 power, reduced debuff effect
  • Energy Mastery - Focused Accuracy - Decreased to-hit buff, added accuracy buff. Provides a similar bonus in most circumstances in PVE.
  • Pyre Mastery - Added Melt Armor as a level 44 power. Reduced debuff effect
  • Taunt powers in all Secondary Tanker Power sets now have a 75% Range Debuff component. This will have the effect of forcing ranged attackers to move closer to the Taunter.
Warshades
  • Warshades can now Activate Dwarf Form shape shifting while Held, Stunned, Slept or Terrorized.
  • Warshades damage adjusted
    • increased Melee Damage to 0.85 from 0.75
    • Increased Range Damage to 0.8 from 0.625
    • Increased Dwarf From Melee Damage to 1.0 from 0.85
  • Black Dwarf form Taunt powers now have a 75% Range Debuff component. This will have the effect of forcing ranged attackers to move closer to the Taunter.
  • Dark Sustenance now grants 10% Recharge Slow Resistance per Peacebringer, Warshade, Arachnos Widow or Arachnos Soldier on their team.
  • Dark Sustenance bonus now applies in shapeshifted forms.
Badges
  • Heroes owning the Fire Marshal, Bomb Squad, PPD Deputy, Security Expert, Interceptor and Villain Disruptor badges should now award the Force of Justice Accolade. The Force of Justice Accolade does not grant a power.
Emotes
  • Kheldians in Dwarf form will now be able to use the emotes from the Wedding Pack and the Super Booster I: Cyborg Pack
City Zones
  • Linda Summers, Kings Row contact is no longer on the far side of Kings Row by the Galaxy City exit. Now she is over by Blue Steel. Paula Dempsey also got moved to the plaza at the Yellow Line ramp.
  • Two basic stores added in Striga Isle. Smuggler Jimmie is on the docks in Port Noble and Smuggler Freddie is near Ernesto Hess. Both will sell basic inspirations and buy back enhancements, recipes, and salvage.
CITY of VILLAINS

Powers

Arachnos Soldiers
  • Tactical Training/Assault: Corrected long help for this power to state that it grants resistance to placate and taunt, not protection.
  • Arachnos Soldier pets will now be usable when completing story arcs in Ouroboros where only the use of Archetype powers has been selected.
Brutes
  • Dark Melee - Siphon Life recharge time reduced and damage increased
  • Dark Melee - Midnight Grasp - initial damage increased and DoT duration shortened.
  • Dark Melee - Soul Drain - Increased buff from first target. Minor decrease in buff from additional targets.
  • Energy Aura/Energy Drain - Modified Energy Aura's Energy Drain heal aspect to have some healing ability. The heal is roughly 3% of your health per target hit.
  • Leviathan Mastery - Added Arctic Breath as a level 44 power. This is a cone power with debuff effects similar to those from Freezing rain.
  • Mace Mastery - Added Focused Accuracy
  • Soul Mastery - Added Darkest Night as a level 44 power, reduced debuff effect
  • Super Reflexes/Evasion: The brute version of this power will no longer have its defense affected by attacker's level.
  • Brute Taunt powers in all Primary sets now have a 75% Range Debuff component. This will have the effect of forcing ranged attackers to move closer to the Taunter.
Corruptors
  • Leviathan Mastery - Added Hibernate as a level 44 power.
  • Mace Mastery - Added Focused Accuracy as a level 44 power..
  • Mu Mastery - Conserve Power added as a level 44 power.
  • Mu Mastery/Summon Adept now accepts Pet Damage and Recharge Intensive Pet Invention sets.

  • Necromancy/Lich - Liches Torrent power should now only do Knockdown, unless slotted with Knockback Enhancements, or otherwise buffed.

  • Robotics/Pulse Rifle Blast: This power can no longer be slotted with knockback enhancements as it doesn't have a knockback component.
  • Soul Mastery - Oppressive Gloom added as a level 44 power. Increased radius
  • The Ouroboros Portal will now have a description in its info if selected by a Mastermind.
  • All Mastermind Upgrade powers will now affect all henchmen within 30' of the target henchman. Endurance cost for Upgrade Powers has been increased. It now takes approximately 45 endurance (reducible by enhancements) per upgrade power used.
Stalkers
  • Claws/Shockwave - Corrected the Damage and Endurance cost on Shockwave (damage went up from 1.04 to 1.05 scale, while endurance cost is fixed at 11.56.)
  • Claws/Slash - Reduced Animation time of Slash from 1.5 to 1.33 resulting in a damage scale reduction from 1.4 to 1.32
  • Claws/Build Up - Applied the 20% recharge and endurance discount to Build Up. (Someone was kind enough to point out to me that this should really always have been there.)
  • Claws/Eviscerate - Eviscerate is no longer a Cone attack. This means it has a 100% Crit from Hide chance and its damage scale increases from 1.99 to 2.23.
  • Claws/Eviscerate - This power will now only accept single target melee IO enhancements.
  • Dark Melee - Siphon Life recharge time reduced and damage increased
  • Dark Melee - Midnight Grasp - initial damage increased and DoT duration shortened.
  • Energy Aura/Energy Drain - Modified Energy Aura's Energy Drain heal aspect to have some healing ability. The heal is roughly 3% of your health per target hit.

The Midnight Squad story arcs (Hero and Villain)
For generations, the Midnight Squad has dedicated their lives to protect the world from worldly and dimensional threats. Now, they need the help of the Heroes of Paragon City and the Villains of the Rogue Isles to finally rid the world of Rikti. Heroes and Villains must cross through time and journey to an ancient land to find knowledge long forgotten and battle ancient foes.

Cimerora is a hub zone (like Ouroboros) with features such as:

User Interface:

    • Contacts can now be sorted by the contact’s name, name of the zone, and contact relationship. All contacts that are active will appear in the “active” tab.
    • Added Broker Tab for Villains and a Detective Tab for Heroes to Contact User Interface.
    • When sorting Contacts by Zone, contacts in the current zone will always appear at the top.
    • In all sorts, Contacts with missions you are currently on will always appear at the top.
  • Fixed a rare bug that could cause the main "health bar" window to vanish.
  • A couple small additions to helpimprove performance for dial-up users:
    • Added Option to disable combat numbers on power buff icons
    • Added Option to disable sending buff information altogether
Email

  • Added "Spam" Button to email window. It will ignore the sender as a spammer and delete the email.
Power Trays

  • Eight additional power trays added which can be accessed by clicking the “+” sign on the upper-right of the Power Tray Interface or via commands (/show tray1, /show tray2, show tray3, etc).
  • These trays have no jelly to click on, but can be dragged about by clicking on non-occupied slots or dead space.
  • These trays are deformable.
  • Added command /clear_tray which will remove all non-macros from all power trays.
Player Notes:

  • You may now rate players and write notes about them.
    • The notes are stored by global name.
    • The note list is stored locally on your computer and will bring up the same notes for any character you play with.
    • It can be invoked by typing /playernote <name> or by clicking "Add Note" on context menus.
    • There is a new option to display the rating you've given a player above their name.
    • Additionally, you can enable private message logging to store private message logs on a per global name basis.
    • Only you will see the Player Notes that you write and ratings you give. Since these notes are stored locally on your computer, other players cannot see your notes and ratings.
    • Conversely, you will not be able to see any Player Notes or ratings that other players may have written about you.
In-Depth Power Information

Detailed Power Information is now available at Power Selection, Level up, Respec, and Enhancement placing screen as well as a new tab in the info window. This information shows the powers basic data along with every effect the power has.

  • There is a slider to see the effect ofthe power across all levels.
  • There is a class selector to see howthe power would perform for each class.
  • There is a PvP toggle to see how powerswill change in PvP.
  • Powers that spawn pets will show allpowers the pets use and their effects.
Improved Character Creator

Players may now select a costume set theme from the new “Costume Sets” drop down menu in the Character creation process, the Tailor (for Heroes) or Facemaker (for Villains).
The Costume Sets revolve around existing and new Costume sets. Some Costume Sets are unlocked through gameplay achievements, Veteran Rewards (i.e. the Boxer set) or by Costume Pack purchase (i.e. the “Good Versus Evil” Justice and Sinister costumes or the Wedding Pack).

Local Settings

Most user options can now be saved to file and loaded from file. If a default setting file is saved, all newly created characters will use the default file to set initial options. The options window has buttons added to save and load default files. Non-default files can be saved and loaded via slash commands.

General Options

Chat System Revamp

Player Names are now clickable in the chat window, brings up a menu you can use to:

Clicking the channel name of a global chat channel will give these options:

  • Send Message
  • List Members
  • Set MotD (Message of the Day)

Right-Clicking a players name in a global chat channel that you are a moderator of will give additional options:

Powers, Enhancements, Recipes, Inspirations, and Salvage are now linkable in chat

  • You can drag/drop those items on to thechat window to create link
  • You can type the name (if you know it)of an item inside a pair of square brackets, for example: [Luck]
  • Clicking the link will bring up theinfo window for that item
  • Many powers/items in the game have thesame name, in those cases additional information is added to the link
Under the chat options section, there is new item "Individual Name Colors" which will display each name in the chat window its own color.
Pet combat messages are now sent to the pet owner. Added channels Pet Damage Inflicted, Pet Combat, Pet Damage Received, Pet Healing Received, Pet Healing Delivered, and Pet Hit Rolls. Newly created Masterminds will have a "Pet Combat" tab added.

Global Chat Changes
Global Names and Local Server names are now transparent. The invisible wall between global and local identities has been removed, so that if you know another player’s Local Server Name, then you will be able to find out their Global name by using the following commands :

  • /get_local_name <global name>
  • /get_global_name <local name>
/hide and /ghide will now bring up an option dialog where you can separately choose to hide from Global Chat Channels, Global Friends, Server Friends, Supergroup, and Searches.
In addition there are commands to individually set each of these options:

  • /hide_sg, /unhide_sg - Makes you appearoffline in supergroup window
  • /hide_search, /unhide_search - Preventsyou from appearing in the looking for group window
  • /hide_friends, /unhide_friends - Makesyou appear offline to server friends
  • /hide_gfriends, /unhide_gfriends -Makes you appear offline to global friends
  • /hide_gchannels, /unhide_gchannels -Prevents you from appearing in global channel lists
  • /hide_tell, /unhide_tell - You willstill receive tells, but the sender will get error message as if you wereoffline
  • /hide_invite, /unhide_invite - Allinvites will be blocked as if you were offline
  • /hide_all, /unhide_all - Sets all hideoptions on or off
Changed /ignore and /gignore functionality. Using either command will ignore that user on all global channels as well as all local characters and any new characters they create.
Increased Max Friends to 200
Ignore list size had been increased to 200.
Players are now allowed to have 10 Global channels.

Zone Event System Message Channels

  • There are twoseparate Zone Event System channels, the Hero Zone Event Message andVillain Zone Event Message channel.
    • Warnings will appear in the appropriate event channels for the Clockwork Paladin, Giant Octopus, Ghost Ship, Croatoa Battle, Troll Rave, Hellion Fire, Miner’s Strike, Arachnos Flier, Caleb and Deathsurge zone events.
Inspiration Improvements

You can now combine 3 inspirations of the same type and strength into a different inspiration of the same strength, this is accessible via the context menu for qualified inspirations.
Also added slash commands for inspirations:

  • /insp_delete <name>
  • /insp_combine <sourceName><targetName>
Leveling Up Bonus

Leveling up will refill health and endurance!
In addition to restoring the player to full health and endurance, leveling up will now greatly inspire the player.

Combat Attribute Window Improvements

Added commands to add or remove attributes form the Attribute Monitor:

User Interface

  • Fixed a bug that sometimes prevented selecting a shared mission
  • Fixed a rare bug where the camera would always switch to first person mode when the player’s character entered a zone.
Powers
Accolades

  • Accolades - Reduced the To Hit bonus provided by the “Geas of the Kind Ones” and “Force of Nature” accolades from +200 to +25.
  • Accolades \ Force of Nature – should now work when exemplared, like other accolade powers.
Attack Powers

  • Corrected Activation time for Whirling Hands and Spin. These times did not accurately reflect the duration of the rooted portion of the animation.
  • Normalized attack times for PBAOE powers that share the twirl animation, such as Fire Sword Circle, Whirling Sword, and Whirling Axe.
  • Fiery Melee / Scorch: This power now uses a shorter casting time to go along with its new shorter animation.
  • Near ground attacks (like fossilize) will no longer be foiled by continuous jumping
  • All versions of Lift, Propel, Levitate, Repulsion Bomb and Force Bolt now suppress properly versus players.
Defense Powers

  • Dark Armor/Death Shroud: Increased this power’s activation time from 1.17 seconds to 3.47 seconds. This was changed so that the power’s activation time matched its rooted time.
Buff / Debuff / Status Effect Powers

  • Boost Range - Removed stacking from all versions of Boost Range.
  • Dark Armor / Soul Transfer, Set untouchable timer to 15 seconds. Removed a small delay before the untouchable portion of power activates, and added an “Untouchable” float text.
  • Dark Melee / Soul Drain: The Tanker and Brute version of this power stated that it could be slotted with to-hit debuff enhancements. It has no to-hit debuff component. This has been corrected.
  • Dark Miasma / Black Hole - should now see “Black Hole” Float text when target is made intangible.
  • Fiery Aura / Rise of the Phoenix - Removed a small delay before the untouchable portion of power activates, and added an “Untouchable” float text.
  • Force Field / Detention Field - Should now see “Detention Field” Float text when target is made untouchable.
  • Gravity Control / Dimension Shift - should now see “Dimension Shift” Float text when a target is made intangible.
  • Power Boost - Reduced strength of all versions of Power Boost by 33%, removed Knockback boost and removed stacking from the power.
  • Radiation Emission / Choking Cloud: Increased this power’s activation time from 2.03 seconds to 3.47 seconds. This was changed so that the power’s activation time match its rooted time
  • Radiation Emission / Fallout now targets only dead Teammates.
  • Sonic Buff / Sonic Cage - Should now see “Sonic Cage” Float text when a target is made untouchable.
  • Storm Summoning / O2 Boost - All versions of O2 Boost now grant a Perception bonus to the target.
  • Thermal Radiation / Power of the Phoenix - Should now see an “Untouchable” float text when target is made untouchable.
  • Normalized Debt protection in all rezzing powers in powersets to 90 seconds. Sets affected: Tanker and Scrapper Fire Aura, Willpower, Dark Armor, and Regen. Controller and Defender buff sets Empathy, Radiation, Dark and Thermal.
  • Powers that do not cause aggro will no longer suppress stealth.
  • Powers that could only affect players on the ground will now affect all players above them as well as standing on them. This is to fix a PVP exploit making ground based powers ineffective. Powers fixed: Tar Patch, Bonfire, Ice Patch, Ice slick, Quicksand, Caltrops, and Volcanic Gasses.
  • Added an enforced 60 second period in which Phase Shift powers cannot be reactivated after a previous activation of the power.
  • “Caging” powers (Sonic Cage, Black Hole, etc) now follow standard suppression rules in PVP.
  • Added Phase suppression to the Phase Flight temporary power
  • Knockback is now affected by suppression in PvP, in the same way as Hold, Sleep and Disorient. This change has been applied to many powers that can cause knockback. Any player affected by a knockback will become immune to further knockback attempts for 10 seconds. The affected powers have been noted in the appropriate detailed Archetype powers sections below.
Travel Powers

  • Leaping / Acrobatics - Reduced Knockback Protection of Acrobatics from 100 points to 9 points. Note that this means there are certain critters who will occasionally overcome the protection provided.
  • Leaping / Acrobatics - Now accepts Knockback enhancements. These will increase the protection to knockback attacks, however only 2/9ths of the protection is enhanceable.
  • Teleport / Teleport Self - Adjusted the target location code for Teleport Self to reduce the likelihood of getting a red failure reticle
Veteran Reward Powers

  • Decreased knockback on Prestige Nemesis Staff (from 9 to 4)
Values Changes

  • ToHit was not actually being clamped to max class value and now is.
Status Effect Changes

  • Confused players will only be able to harm teammates.
  • Repel resist in Break Free and Emerge inspirations improved
  • Increased Disorient Magnitude on Awaken and Bounce Back inspirations to 5, in order to prevent it from causing Rest to fail in conjunction with villain epic archetypes’ status protection.
AI

  • Pets should no longer become terrifiedand run in terror when their owner’s Oil Slick power fades.

  • Changed timing between scheduled arena match rounds from 10 seconds to 120 seconds (where it was supposed to be).

Game

Graphical Effects and Animations

  • Fiery Aura / Blazing Aura - Activating Blazing Aura while moving will now transition properly into moving animations once the rooting period is complete.
  • Fiery Melee / Scorch now has a different, slightly faster animation than Incinerate.
  • Fiery Melee / Scorch: This power now uses a shorter casting time to go along with its new shorter animation.
  • Fixed the rooting problem where certain buff toggles were activated before they were ready.
  • Knockback animation should now play correctly on non-flying targets that use the male, female, or huge models.
  • All of the projectiles in the Flares power Graphical Effects should be killed off at the proper time now.
  • Knockback / Knockup animations will no longer play faster or slower based on the scale of the character.
  • Knockback / Knockup animations for flight mode have been flagged similarly to non-flying versions
  • Corrected error for all powers using the ‘ground summon’ animation. The duration of the portion of the animation flagged as ‘can’t move’ was significantly longer than the reported Activation Time.
  • Modified Mitochondria visibility/targetability. Mitochondria should now be visible form a greater distance away during Hamidon Raids.
Inventions

  • Added suppression to Invention temppower Ethereal Shift.
  • The debuff from Achilles Heel: Chance for Resistance Debuff will now properly fade after 10 seconds, rather than lingering until a player was defeated or zoned.
  • Kismet: Increased Accuracy Invention Enhancement was giving a scaling bonus based on the level of your target. This has been corrected -- it now gives a flat bonus.
Rewards

  • Characters will no longer stop earning Influence when playing in Supergroup mode after level 34. Players level 29 and up will now earn 50% of the influence they would have received when in Supergroup mode.
  • Fixed a long-standing bug with Experience Point and Influence distribution in teams with a large range of levels.
  • High Level Family entities have had their reward scale lowered to be commensurate with the risk involved in the encounter.
  • Salvage drops changed to more closely match the villain groups.

  • Blaster / Devices / Auto Turret - Auto Turret for Blasters is now ‘Gun Drone’ -- it will fly, follow you around and fight at your side, much like Voltaic Sentinel. Note that enemies who use Auto Turrets have upgraded as well.
  • Blaster / Devices / Cloaking Device - Removed the +DMG from the short help for this power. It offers no damage boost.
  • Blaster / Devices / Smoke Grenade - Added combat spam text for both the attacker and victim.

Controllers

  • Controllershave always had a 20% chance for a critical hold. Now Critical Holdswill now display a pop up combat message of “Overpower” to let you knowthey happened.
  • Controller / Force Field / Force bubble - Added Knockback suppression for players.
  • Controller / Ice Mastery / Hibernate - Changed short help to indicate this power is a self hold, not a foe hold.
  • Controller / Sonic Debuff / Sonic Repulsion - Added Knockback suppression for players.
Defender

  • Defenders level 2 to 49 were using an incorrect multiplier for Damage and Defense Debuff powers. The base value for these effects should now be 25% greater than previously experienced.
  • Defender / Archery / Blazing Arrow - Removed text in the long help stating that this power is less accurate than other Archery attacks. Blazing Arrow has the same accuracy bonus that the other Archery powers have.
  • Defender /Archery / Explosive Arrow - Added knockback suppression vs. players.
  • Defender /Dark Blast / Torrent - Added knockback suppression vs. players.
  • Defender /Energy Blast / Nova - Added knockback suppression vs. players.

  • Peacebringer / Quantum Flight - QuantumFlight’s 30 second Phase Shift’s cut off has been changed. The Flightaspect of this power will continue, and only the Phase Shift aspect cutsoff after 30 seconds.

Tankers

  • Tanker / Battle Axe / Gash and Beheader – Animations and Graphical Effects for Gash and Beheader have been exchanged.

  • Tanker / Fiery Aura / Blazing Aura – Activating Blazing Aura while moving will now transition properly into moving animations once the rooting period is complete.

Warshade

  • Warshade / Umbral Aura / Orbiting Death - Increased this power’s activation time from 1.17 seconds to 2.03 seconds. This was changed so that the power’s activation time matches its rooted time.
  • Warshade / Umbral Aura / Shadow Cloak - Was missing defense to Area of Effect attacks. This has been added.
  • Warshade / Umbral Aura / Stygian Return - Increased the Debt Protection from 60 to 90 seconds.
  • Warshade / Umbral Aura / Stygian Return- Set untouchable timer to 15 seconds, Removed a small delay before the untouchableportion of power activates, and added an ‘”Untouchable” float text.
  • Warshade / Umbral Blast / Gravity Well - Adjusted damage and frequency of damage tick of Gravity well to match Peacebringer / Incandescent Strike, and reduced damage tick time.
  • Warshade / Umbral Blast / Quasar -Added PvP knockback suppression to this power.

Note: All Heroes’ Powers text underwent scrutiny and many changed to correct typos, and to reflect consistency and accuracy. The power effects, duration and recharge have not changed, only the description and combat log messaging has been updated. All secondary Knockback, Stun, or other status affects will now be noted in combat logs when the effect occurs for all powers.

  • Fixed an issue which would cause Blue Wisps in Croatoa to run out of endurance
  • Chimera from the Praetorian villain group should no longer auto-hit players with his bow.

Tasks

    • The OLD Trial contact, Maren MacGregor (in Founder’s Falls) will complete any old Sewer Trial missions, but will not give out any new ones.

  • Corruptor / Traps / Poison Trap: Decreased the frequency in which the hold portion of this power was being triggered from once every quarter of a second to once every second, but increased the chance the effect would actually trigger slightly.
Dominator

  • Increased Target cap for AoE control powers for Dominators from 10 to 16 to be comparable to controllers.
  • Domination - PvP targets will now build domination at the appropriate rate. Previously powers in this set wouldn’t generate additional domination when fighting PvP targets.
  • Dominator / Energy Assault / PowerBoost - This power no longer enhances knockback, knock up and repelpowers.
  • Dominator / Energy Assault / PowerBoost - Power Boost will no longer be able to stack with itself.
  • Dominator / Energy Assault / PowerBoost - The overall potency of this power was reduced from offering a+100% bonus to all secondary effects to granting a +66% bonus to theseeffects.
  • Dominator / Fiery Assault / Flares -Increased this power’s range from 60 to 80.
  • Dominator / Fiery Assault / Fiery Embrace - Allowed this power to improve toxic damage the user deals.

Masterminds

  • Mastermind pets made pushable. Masterminds will no longer be blocked by their pets. Players on the same side as the mastermind will be able to move pets out of the way significantly faster. Enemies’ ability to push pets has remained unchanged.
  • Mastermind / Mercenaries - All petpowers that inflicted a status effect should now have PvP suppression.
  • Mastermind / Ninjas / Call Genin –Henchmen’s Crane Kick power: Added PvP knockback suppression to thispower.
  • Mastermind / Ninjas / Call Jounin -Henchmen’s Soaring Dragon power: Added PvP knockback suppression to thispower
  • Mastermind / Ninjas / Call Jounin –Henchmen’s Golden Dragonfly power: Added PvP knockback suppression to thispower
  • Mastermind / Ninjas / Call Jounin –Henchmen’s Blinding Powder power: Added PvP confuse suppression to thispower.
  • Mastermind / Thugs / Call Thugs - Power no longer accepts Defense Debuff sets. The thugs’ powers did not actually debuff their targets Defense in any way, so this was purely an extraneous entry.
  • Mastermind / Thugs / Call Thugs - This power will now be able to slot for knockback and knockback sets.
  • Mastermind / Thugs / Dual Wield - AddedPvP knockdown suppression to this power.
  • Mastermind / Thugs - All pet powersthat inflicted a status effect should now have PvP suppression.
  • Mastermind / Robotics / Pulse Rifle Blast - Removed the ability to slot this power with knockback enhancements, it doesn’t have a knockback component.
Stalkers

  • Placate - All versions of this power should no longer suppress hide.
  • Placate in weapon based sets will now play the correct animations, which include drawing the weapon if not already in hand.
  • Stalker / Claws / Focus – Added PvP mezand knockdown suppression
  • Stalker / Claws / Shockwave – Added PvPmez and knockdown suppression
  • Stalker / Dark Armor / Soul Transfer:The target after being revived should be truly invulnerable for 15seconds. Additionally text should pop over the revived target stating thatthey’re untouchable.

  • Patron Power Pools: Added PvP suppression for all powers that inflicted a status effect. Several powers previously didn’t have these attributes.
  • Mace Mastery: Arachnobot Blaster’s Energy Blast was previously dealing smashing damage, and will now correctly deal energy damage
Accolades

  • Force of Nature accolade should now work when malefactored, like other accolade powers.
Graphical Effects

  • Brute / Invulnerability / Invincibility now uses the correct Graphical Effects
  • Customized Arachnos Assault Rifles should no longer load the default texture, then change to the color-tintable version every time they’re drawn. Also note that the 1 and 2 have been swapped.

The Midnight Squad
JOIN THE MIDNIGHT SQUAD (LEVELS 10 - 20)
The clandestine organization of mystics, scholars and mages, known only as the Midnight Squad, seeks to rebuild its numbers since the devastating assault of the Rikti Invasion. The Midnighters hold a secret that could bring the alien assault to an end, but without the help of the Heroes of Paragon City™ it will remain Lost forever.

NEW ROMAN-STYLE ZONE MAPS (LEVELS 35 - 50)
The Midnighters hold many secrets within their walls, including a highly coveted Ouroboros crystal, enabling them to travel to the far reaches of time. There is a familiar threat in an ancient land and the Midnighters need the help of both Heroes and Villains to stop it. Players step foot upon the ancient land of the Roman Cimeroran Peninsula, where they battle deadly creatures, defend an ancient city and ultimately come face to face with the enemy of time itself. Throughout this journey players uncover the mysteries of power and the origins that guide them today.

UNLOCK ROMAN-STYLE ARMOR COSTUMES
Through their accomplishments, players unlock the new Roman themed armor costume set.




Villain Epic Archetypes
Infiltrate the Arachnos organization from within! Upon reaching level 50, Villains unlock two new Epic Archetypes; Wolf Spiders and Blood Widows. They have their own unique storyline and missions, power combinations and costume sets. Branching powersets allow the Wolf Spider to specialize as either a Bane Spider or Crab Spider and the Blood Widow chooses from the Fortunata and Night Widow branches. Powerset Proliferation
Using his newly built Resonance Manipulator, the Villain scientist known as Dr. Brainstorm™ has discovered a way to alter the energy strands which connect every Hero and Villain to their powers. This discovery has not only opened the door to new powers for his fellow Villains in the Rogue Isles™, but has also done the same for the Heroes of Paragon City ™! Specifically, new characters of almost every Hero and Villain archetype gain access to an additional primary and secondary powerset that they didn’t have access to previously. Details to come!




Hollows Zone "Gameplay Makeover"
Significant changes have been made to the Hollows zone to make it more fun! NPC encounters have been rebalanced, including new spawns, new villain groups, mission door improvements, and a mobile hospital has been added to the entrance of the zone. Additionally, Meg Mason, a new contact, has been added to give out repeatable missions.




[b]Major Gameplay Improvements[/b]
  • Eight configurable new power trays let players customize their User Interface by placing them anywhere on the screen.
  • Contact display redesign: Contacts are now listed separately as Active and Inactive, and players can sort contacts by a range of criteria including Name, Zone, and Level Range.
  • Inspiration Conversion: Right click an inspiration to convert three of that kind into any one inspiration of another kind.
  • Level Up Boost: Upon reaching enough XP to level up (at all levels), one of each type of large inspiration is immediately cast upon your character, and health and endurance bars are immediately filled.
  • Chat improvements: Right click on character names in chat window to ignore, add to friends list, invite to team, etc. Drag any item (enhancement, inspiration, salvage, etc.) into the chat window so that you and others can click a hotlink to view the complete info box.
  • More Real Numbers: Players can now display stats on powers before they choose them enabling more informed power selection and new temporary powers allow players to display enemy stats.
